Pods can spawn on literally any level other than the portal levels. They along with lunar shines have a much higher spawn rate on rally point delta. The lunar pods are fine how they are. If the pools could spawn at about half the rate of pods it would be perfect too. Had a lapsus, meant pool. #6.
